The complainant requested all correspondence between Wokingham Borough Council (the Council) and Carter Jonas regarding the valuation of the Council’s assets for a specified period. The Council refused the request, citing section 14(1) (vexatious request) of the FOIA on the basis that complying would create a disproportionate burden on its resources.
