The complainant requested information relating to employee electronic accounts and Business Technical Officers appraisals. Kirklees Council (the “council”) refused the requests under section 14(1) (vexatious requests). The Commissioner’s decision is that the complainant’s requests were vexatious, and the council was entitled to rely upon section 14(1) of FOIA to refuse them. The Commissioner does not require the council to take any further steps.
