The complainant requested a copy of the Dedicated Schools Grant Management plan, the most recent safety valve monitoring report and a list of the key performance indicators used to monitor the safety valve agreement. London Borough of Southwark (the Council) provided some information, stated other information was not held and withheld other information under sections 36(2)(b)(ii) and 36(2)(c) (prejudice to the effective conduct of public affairs) of the FOIA. The Commissioner’s decision is that the Council has failed to demonstrate that the exemptions at section 36(2)(b)(ii) and 36(2)(c) are engaged. The Commissioner requires Council to disclose the withheld information, namely the Dedicated Schools Grant management plan and the most recent safety valve monitoring report.
