The Commissioner’s decision is that, under section 12(4) of FOIA, Channel 4 is entitled to aggregate the complainant’s request for information about settlement agreements with an earlier request and to refuse to comply with it under section 12(1) (cost of compliance). He also finds, however, that complying with the request would exceed the cost limit in its own right. There has been no breach of section 16(1), which concerns advice and assistance. The Commissioner does not require further steps.
