The complainant has requested the guidance manual issued to sensitivity reviewers. The Cabinet Office refused the request under section 14(1) (vexatious request) of FOIA.
The Commissioner’s decision is that the Cabinet Office was not entitled to rely on section 14(1) of FOIA. 
The Commissioner requires the Cabinet Office issue a fresh response to the request in accordance with FOIA, which does not rely on section 14(1) of FOIA.
