The complainant requested information relating to regeneration proposals. Plymouth City Council (the “Council”) disclosed some information and withheld other information under the exception for
commercial confidentiality (regulation 12(5)(e)). The Commissioner’s decision is that the Council failed to demonstrate that regulation 12(5)(e) is engaged and issued late responses, breaching regulation 5(2) and regulation 11(4). The Commissioner requires the Council to disclose the withheld information to the complainant.
