In four requests, the complainant has requested information associated with complaints they submitted to North Cumbria Integrated Care NHS Foundation Trust (‘the Trust’) about treatment they received. The Trust refused the requests as vexatious under section 14(1) of FOIA. The Commissioner’s decision is that the Trust was entitled to refuse the requests under section 14(1). The timeliness of its refusal didn’t comply with section 17(5) of FOIA, however.
