The complainant has requested from the Financial Conduct Authority (FCA) information about the Collateral group of companies which were placed into administration and in particular ‘Collateral Agent Limited.’ The FCA refused to comply with the request on the basis that it was vexatious under section 14(1) of FOIA.
The Commissioner’s decision is that the public authority was entitled to rely on section 14(1) of FOIA to refuse the request.
The Commissioner does not require any steps as a result of this decision.
