The complainant requested information from the London Borough of Camden Council (“the Council”) relating to agreements between the Council and Thames Water Utilities.
The Commissioner’s decision is that the Council is entitled to refuse the request under regulation 12(4)(b) (manifestly unreasonable) of the EIR.
He also finds that the Council complied with regulation 9(1) of the EIR (advice and assistance). However, the Council breached regulations 5(2) and 14(2) of the EIR by failing to respond to the request within 20 working days.
The Commissioner does not require further steps.
