The complainant has requested an electronic copy of the parties’ written submissions to the Judicial Committee of the House of Lords in a particular judgement. The House of Lords (“the public authority”) issued a Fees Notice pursuant to section 9(1) of the FOIA, which provides that a public authority may give the requester a notice in writing stating that a fee be paid prior to it complying with section 1(1).The Commissioner’s decision is that the Fees Notice was correctly issued.
