The complainant has requested correspondence including text messages, emails, letters and notes between a named councillor and person living at a specified address. The Council provided the complainant with some information but redacted parts of that information in reliance on Regulations 12(5)(f) and 13 of the EIR. The Commissioner’s decision is that Rother District Council has complied with the requirements of Regulation 5(1) of the EIR by providing the complainant with information it holds relevant to his request. She has also decided that the Council is entitled to withhold information which is the personal data of third parties under the provision of Regulation 13 of the EIR.
