The complainant requested various items of information about advertising revenue generating street furniture structures known as advertising drums. Cardiff Council (‘the Council’) stated that it did not hold the information requested. The Commissioner’s decision is that, on the balance of probabilities the Council does not hold the requested information. However, in failing to respond to the requests within the statutory timescales the Council breached section 10 of the FOIA. The Commissioner does not require any steps to be taken.
