The complainant requested information relating to plant and animal control substances used by Network Rail. Network Rail refused the request under regulation 12(4)(b) of the EIR as manifestly unreasonable.  

The Commissioner’s decision is that Network Rail was correct to apply regulation 12(4)(b) to refuse the request.  

The Commissioner does not require further steps.
