The complainant has requested from the London Borough of Richmond upon Thames (the Council) information about the name of an overseas manufacturer of solar panels in relation to the Richmond Cycle Hub project.
The Council responded that it did not hold the requested information.
The Commissioner’s decision is that, on the balance of probabilities, the Council does not hold information within the scope of the request and has therefore complied with section 1(1) of FOIA. The Commissioner is also satisfied that the requested information is not held by SWR on the Council’s behalf under section 3(2)(b).
The Commissioner does not require further steps to be taken by the Council in relation to this complaint.
