The complainant requested information from City of Wolverhampton Council (“the Council”) relating to correspondence they have sent to the Council. They also requested information about the Council’s Data Protection Officer, Safeguarding Officer and the training of officers within the Council’s Children’s and Adult’s Social Services department. The Commissioner’s decision is that on the balance of probabilities, the Council does not hold information within the scope of part 1 of the request. The Commissioner finds that the Council is entitled to rely on section 12(1) (cost limit) to refuse to provide the information requested in parts 4 and 5 of the request. He also finds that the Council met its obligations under section 16(1) of FOIA to offer advice and assistance. The Commissioner does not require the Council to take any steps.
