The complainant has requested information relating to Rapid Reviews conducted by London Borough of Havering (the council) following child deaths or serious injuries. The council provided some of the information falling within the scope of the request, but withheld the remainder under section 40(2) of FOIA (personal information) given the small numbers and information already within the public domain which would enable the identification to those individuals. The Commissioner’s decision is that the council was entitled to rely on section 40(2) of FOIA to withhold some of the requested information. The Commissioner does not require further steps to be taken.
