The ICO exists to empower you through information.

Regulation 9 of the INSPIRE Regulations allows you to limit access to spatial datasets or spatial data services in certain circumstances. If a user believes that information has been incorrectly withheld under regulation 9 they may make a complaint to you. For more information about how to deal with complaints in this area, please see DEFRA’s complaints and appeals document.

If the user remains dissatisfied after receiving your decision and reasoning for continuing to withhold the information under regulation 9 they may complain to the ICO. See our page ‘What should I do if someone complains to the ICO’.
